Move option grayed out/not available?

I need to reorder my singles in my new IT8, but the move option is grayed out/not available. I'm not sure why or how to fix this?? It is slowly my production considerably right now trying to adjust to this and hitting the wrong expansion because I'm used to how they were ordered in my IT7, so I'd like to be able to reorder/move them, but it's not giving me that option.
